Strategy LU3.1: Adopt policies and/or regulations and provide incentives to include bicycle and pedestrian facilities, including sidewalks, bike lanes, parks, greenways, and other recreational facilities, in new and existing neighborhoods and commercial centers.

Strategy Description

Require right-of-way reservation, construction, or fee-in-lieu contributions to planned bicycle and pedestrian facilities. Complete Street policies should be adopted, but due to the topographical issues in the mountain environment non-motorized connections should be more important than cross-sections.
